It's very simple to deal with garlic. One option is to break apart the cloves from the head and lay on them on their side. Use the side of your knife and press down. This will loosen the dried skin very effectively. Then just trim the bottom a bit and it all slides right off and it can be chopped or sliced or minced. Another option is to keep roasted whole heads in the fridge and you just simply squeeze the soft sweet roasted garlic out.
Extra hint ( unsolicited, of course) Make a weak bleach mixture and dip your fingers in it after chopping garlic or onions. Then wash your hands with regular soap and the scent is gone.

Take a clove of garlic, and cut off both ends. Hold the knife to the length of the clove, and push it in so that it is all the way through the peel. Then push the knife out, towards you, so that it grabs the peel from the inside, put your finger on it, so that the peel is between the knife's edge and your finger. Take off all the peel in one motion. You may have to push the knife a bit into the body of the garlic, but the peel should all come off in one go. This is a bit difficult on bulgy garlics, as the peel seems to be a bit stuck on some, but generally it works all right. This is also a good way to peel onions.
There is a little tube made of soft plastic, a bit thicker than a plump cigar. You stick the cloves in there and roll it back and forth or the counter, or table or whatnot, putting light pressure on the cloves, and lo and behold - out come the cloves, all peeled.Your hands never come into contact with the garlic, so there is no smell. It is very simple to use, and basically does a great job.
There is also a way to put a clove in the microwave for a few seconds and the skin will slip right off !!

The best way to peel garlic is to crush a clove with the flat side of a knife. Cutting it can then be handled with a knife, or if you want it minced, get a garlic press. They are cheap, and will save your hands from the ingering scent! :) You can also peel several bulbs and save the peeled cloves in an airtight container in the fridge. Then, you can access them anytime and only have to get your hands smelly once.

I don't know about proper, but many chefs simply place a clove on a cutting board and slam it with a cleaver or a knife; you can also use the bottom of a mug or a jar to be safer. That loosens the skins, and you can just take them right off. Very easy. Chop, dice, or paste your garlic from there.

Buy a no-peel garlic press. Mine is from Pampered Chef but I bet there's lots of brands out there. You put the unpeeled clove in and smash the handle down and there ya go.

Just about all these answers are the best way. Smash it with the flat side of a knife. Peel comes right off. My mom puts hers in microwave for 5-10 sec. Then the skin comes off real easy no smashing involved. But to each their own.

remove outside dry stuff till you get to the shiny layer, trim hard part of bottom, take the flat side of your knife on top of clove and slam it with other hand smashing clove under blade, mince and enjoy
