It's part of the Lower East Side that curves under Chinatown. The houses that look like x's that are between the bridges are the 'Governor Alfred E. Smith Houses' (NYCHA housing development)

On the Manhattan side, these are some of the buildings where Donald Trump's father made the money -- that put Junior into the real-estate business. They are lower to mid-income and many are rent-controlled etc. and very, very close to Chinatown and all that's great about Lower Manhattan. On the Brooklyn side, its called DUMBO which is a stupid name for District Under the Manhattan Bridge Overpass and one of NYC's newest, priciest micro-areas.
