Please read the archives before posting a question next time; this one has been beaten to death.
The answer is simple: The Americans With Disabilities Act, signed into law in 1990, requires reasonable accommodations for people with disabilities in public places. The law does not make exceptions for drive-up ATMs.

Ditto the previous answers, and...
It's the law.
A driver may have challenges w reading things close to them, farsighted.
A visually impaired person is in the car and has someone assist w what screen is displayed if needed, but can maintain privacy of PIN or amount withdrawn.

They don't make ATMs specific to drive-ups, they are multi-purpose. It could either end up in a drive-up, or one at a branch, who knows.
What I want to know is how a blind person is supposed to know what the screen is saying at any given point.

why not, you can use them too if you care to learn how to do it. same as lip reading, suppose it was raining out and you fogged up your glasses and were at the drive thru. You could push the buttons and not make the person behind you wait, while your cleaning your glasses. See its all how you look at it.

My guess is so that someone who is blind can have someone else drive them and then.. maybe get out of the car and do it?
