There are many races living harmoniously in Singapore and everyone speaks English and thier mother tongue, when come to recruitment they advertise that Mandarin is prefered, could read as only "Chinese" need to apply.
Employers may specify language requirement in their job advertisement. Only if it is a requirement for the employee to be proficient in that particular language to be effective in the job applied for. If language is a genuine job requirement, the need for it should be stated clearly in the job advertisement.

There could be different reasons why employers state that the ability to speak Mandarin is a pre-requisite for applying for an international job. However, do note that the general guideline is that when the advertisement state that Mandarin is preferred, it does not mean it is a must-have before you try for the job application. So don't be too discouraged when you see that.

When I look at your question, and the details you wrote, I got a little confused, because your details do not necessarily imply that Mandarin has become an essential language for international jobs. In my opinion, it has not. While China is up and coming (like many believe), I believe it will still take a long long time before the world becomes a truly global village that includes China and India when it comes to international liaisons. Just because China has become more "open" does not mean that the people there are ready and competent as yet.

So don't worry too much. If you can manage Mandarin on an average or below-average level, you should still try out for jobs which state Mandarin as being "preferred" or "a requirement". Otherwise, find out if your willingness to pick up the language as you move along on the job helps. After all, that shows an important attribute of willingness to learn, plus the gradual development of competency in the Chinese language.

i noticed it too. Perhaps its because the boss are all mandarin-native speakers. OR their gov stick tht rules so..Anyway I dont think its good idea since we're living in big community and have different languages. Wht is the use of English in Singapore??
