How are you letting him down nice and easy if it sounds like he has already let you down?
Either way, I've learned from management skills that the best way to bring someone down is to bring up 3 positives before 1 negative. A work example on someone who talks too much around "the water cooler":
"Jim, you're excelling in profits, working longer hours than you're asked and an all around team player. However, I have noticed your habit of chatting about non work issues too much when you could be doing something more productive. I do understand your love of interaction, and that's what makes you a team player!"

First of all, letting somebody down nice and easy is difficult for anyone if there has been a close relationship of love.
But the best thing to do, is to be honest about how you feel and don't beat around the bush about it!
As for guys remaining friends after the break-up; I see this as a very feasible - but as you point out, there are those individuals who have no idea on how to be human when things go wrong and hold a grudge, not seeing that it might of been just as much their fault for as yours causing the break-up! It is just sometihing that needs to be worked through and understood beter as you get older!

There really is no way to let someone down nice and easy so the best bet is to let them down in a way that shows them you still want to be friends (unless of course you don't still want to be friends, if that's the case just tell them its over and walk away). My suggestion is be honest and fair to the other person. Use statements like when you do ____ it makes me feels ____. Don't exaggrate and do NOT lie. This means getting your facts straight before talking to the person. If, like me, you can be forgetful under stress do what I do and write down what you want to say.

Be realistic. Because they don't want to be your friend. If they had wanted to be your friend, they wouldn't have wanted to make out with you in the first place. DUH!!
As for letting someone down easy, just be honest, brief, clear and gone:
"I really appreciate your interest in me, but I don't think that is gonna go anywhere. It's just not a fit for me. But really, thank you for the time you've given me. I'll see ya, k?" And get outta there.

You can be nice, but make sure you are too the point. Be very clear about it that ALL you ever want to be is friends.
