Maybe. But mounting isn't always sexual, sometimes it can be a sign of dominance. After he's neutered he may do it in the beginning just because the dogs need to establish who is the alpha dog, but once that is established it should stop.

My 6 yr old male pug is neutered and thats how he tells the other dogs he is 'boss' by humping them.
I believe it is not always a sexual thing, but a dog-communication tool. He humps both girls and boys, never people or inanimate objects.
If your pug is also humping stuffed toys, or your leg etc, then he is sexually frustrated, and neutering will definitely help.
If he just thinks he is the king of it all, then it will never stop, until the dog he is humping turns and 'tells' him to bugger off!LOL

Why, is she exclusively yours to mount? Mounting goes beyond sexual positioning, and is more about dominance. Often times male dogs mount other male dogs, to show dominance. So fixing him may or may not get rid of the behavior. But what is it bothering? If the retreiver didn't like it, she would bite him.
PS, do you have to get him a stool to stand on?
