If where you live has a "dollar store", buy some vertical blinds (plastic would be best). Make certain to close the blinds pointed down. While at the "dollar store", buy some nice colorful panels. You can accent your window treatment by adding some tie-backs to the panels which will give it that "shash" look.
Depending on where you go, all may cost about $50, but you can simply start off with the blinds...you may be lucky to find some in various solid colors, then add panels later when there's a few extra bucks.
Also, try a thrift store, or garage sale. This may be your best bet if you want curtains...these are expensive, especially those with backing, but you can "haggle" & bargain at garage sales.

I have been there. We had a couple of weeks without air conditioning once. I searched and found you some ideas.
Close window blinds, curtains, shades, or drapes in the daytime summer hours. Sunlight shining in windows usually adds the largest amount of unwanted summertime heat. During some of our hottest weather, it's even helpful to keep the windows themselves closed to keep hot air from blowing into your home. In the evening and early in the morning, open windows to allow cooler air in.
The insulated curtains are lined curtains that keep the rooms warmer in winter and cooler in summer. These curtains available in different shapes, textures and colors and help your home achieve a wonderful decorative look.
The insulated curtains with their different prints and patterns, tabs and pinch pleats, laces and tailoring impart a great style that fit every room of your home.
Features and advantages of insulated curtains
The insulated curtains are basically heavyweight 100% cotton face fabric, which have an insulated durable foam back lining. With their quality of keeping the rooms cooler in summer and warmer in winter, the insulated curtains keep your heating and cooling costs quite low. These curtains also help to keep the light out on the summer days and absorb more light and heat during the winter days. The curtains reflect the light thereby imparting a warm hue to the entire room.
The insulated curtains are available in the normal sizes of 80 x 84”, which can be used in the long glass doors. However, other standard sizes like 40 x 15”, a set of 2 tiebacks of 24 x 3” and 50 x 2” for double width curtains are also available. The insulated curtains are available in different colors like navy, sienna, sage, blue, moss, gold, linen, and the double width insulated curtains are available in colors like linen, sage, natural and moss.

Thick dark curtains can and there are even curtains that have like a rubber backing on them to keep the heat out. I would just call around to stores and see if they have them.

The only thing that really works are insulated panels and they are expensive. Try to find them on sale. Look at Domestications inc. website and see what they have. Their sales are really good. That is the only thing that keeps cold and heat out from a window. Sorry anything else is a waste of money.
