Ok please ignore the rude answers and just read the ones that actually answer your question.
I have 7 Chihuahuas and all of them know basic obedience through training. You do not have to pay for it- there are plenty of books and links that show /explain how to train your dog.
My dogs are allowed to lick & play bite with me and certain other family & friends. However my boyfriend does not like these activities. His has trained my dogs that licking & biting him is not OK. When they try to do this he will put them down and say No Licking or No Biting and not let the dog back on him for about 10 minutes. Over time the enforcement of this training has taught my dogs that when someone gives this command they are to stop or they will not receive attention. If someone does not give the command they will happily give kisses and play bite. Real biting is never ok and is dealt with a stern NO BITING and a refusal for attention for longer periods of time. Dogs are intelligent and they can understand special commands. You can teach them not to jump on people or to jump on people with a few hours of training and re-enforcement. This works with all aspects of commands. Training not only makes your dog obey it is a great way to bond and have fun with your pet.
There are some nice books about Chihuahuas on the 3rd link, I recommend you consider getting some books to keep on hand. They contain a wealth of information concerning Chihuahuas.

I have a Chihuahua myself and was I was raised around them; I believe that it is part of the personality for these little dogs to be rambunctious and full of energy. There are basic lessons you can teach your dog with training classes; which are offered at most pet stores or some vet offices. I would not be concerned if your new puppy acts as if it has ADHD because this is part of being a puppy also.

When does she bite you? Knowing more about the situation would make it easier to give you answers. *** Please do not ever smack, "lightly tap", hit, or strike your dog. *** You must not punish a dog for trying to make friends or bond with you. If you don't like her licking you, simply move away from her. There's no need to get emotional about it, or hit her (I cannot believe some of the people that post on here!) By moving away when she licks you, you teach her that the fun ends, and her licking behavior will go away. You and everyone that interacts with her must be consistent about this, or she won't learn.
Treats and kindness will get you much further with training a dog than hitting it. I hope I've helped, good luck!

You have to establish that you are the "alpha" pack member. If the dog does something that you don't like, say "no" in an authoritative tone. You may have to grab the dog throat and roll it into a submissive position, don't let her up until she calms down. This is what mother dogs do to their puppies. It works, I started this with my Chihuahua when he was a puppy and he is now pretty well-behaved. Also, socialize the puppy, Chihuahuas are normally dog aggressive. Mine attacked a Great Dane and hurt his self in the process. Our vet told us if Chihuahuas had the size to go with their temperaments, then we would all be in trouble.

if it licks you smack it across the nose and yell NO and STOP...same thing for biting...and for all you obsessed dog lovers that consider this is animal cruelty....its not get real its called teaching respect and unfortunatley due to animal nature (yes that includes human) RESPECT CANNOT BE TAUGHT WITH LOVE BUT FORCE. dont waste money on useless classes...
