The XTi can actually take BETTER pictures than the 30D. I'm not kidding. The XTi has a great sensor with 10 megapixels vs. 'just' 8 megapixels on the 30D.
The XTi has the same fantastic auto-focus system as the 30D, and it has all of the important features and controls.
The 30D costs more because it's made of metal vs. plastic, it can shoot at 5 frames per second vs. 3, and it has a few extra buttons and advanced features. This is also why the 30D is better suited for semi-pro photographers.
The price difference is not because of image quality!

The 30D has I think better pictures than the XTi. The 30D does handle ISO better than the XTi, has spot meter, and has really nice FPS. But I am fine with my XTi all the same. Just depends, do you need the 30D for sports or fast action shots? The 30D will provide for fast contious shooting and thats a nice feature to have when your doing sports.
I've spent $2000+ on just my XTi basics, new lens, external flash, fliters, memory cards, case. Now if you have taht kind of money then get the 30D, if you dont just stick with the XTi its still an excellent camera. Save up more money later and buy yourself the 5D later if you like your XTi =D. Thats my plan anyway. Just keep in mind that you will need more than just the camera and the lens kit.

I have 24 years experience in the Camera Retail area,
based on the information you have given, I would suggest you just go with the XTi for now. The main reason being it will save you around $600-700 and the 30D being an 8.2MP vs 8MP with the XTi, the chances are good you wont notice any difference in the images. The 30D offers more professional features that you are not ready to understand and explore yet....the XTi has everything you need to jump in the game and get started. Save your hard earned money, and start having fun now. You can always upgrade later!

If you dont know much about photography I would suggest the 400D or the 350D. The 40D and 30D are geared more towards someone who doesnt need a whole lot of automatic settings like landscape and portrait, they are also more robust and cost more. The XT and XTi are both excellent cameras for the price. You still have manual modes (shutter priority and aperture proirity) but they also have portrait and night time and full auto modes. If you dont know how to use a light meter or know what ASA or aperture is, get one of the Rebels. You will be much less frustrated. Also you would benefit from a photography class. Most stores offer them when you make a big purchase. Take it, it really does help.

Yes you can have excellent image quality from both of them. XTI is more towards a beginner where the 30D is more a semi pro camera. I would buy the XTI and invest the money left in a lens and external flash.

If you not really that much into photography, stick with a point and shoot camera. I have the Rebel XTi EOS 400D. It kicksass!
