Since one of the meanings of sanctified is "set apart for God's use", a Christian can be sanctified first at conversion. A Christian then grows in sanctification in God's grace throughout his/her life. Finally, a Christian is fully sanctified at death or when Christ returns - which ever happens first.

I suppose a church, Baptist or some other denomination, can be sanctified if all its members are true Christians, but that term is not usually used to refer to a church.

Now some churches have selected these kind of names for their place of worship, but I think they would have a hard time explaining what they mean by it. This being the case, perhaps they are attempting to tell the world that their way of worship is more holy or pure than other churches.
