Why not just contact the health department to be sure?

Most tattoo shops won't tattoo minors...even with parental consent because it is hard to make such a permanent choice at any point in life, especially as a child.

well i used to live in DC, and the law i thought was 18, or 16 with parental consent.

i got my first tattoo when i was 16, but i went to a tattoo parlor in MD..

my sister got hers at 16, but 2 years later when i turned 16, that same shop had changed their policy to 18 only.

the shop i went to, if i remember correctly, i had to bring my ID, and my mother had to bring her ID also.
and i had to bring my birth certificate to show that she was really my mother (to show that the name on the birth certificate matched her ID)
but that was four years ago, so i am not sure if the laws have changed or not.

just make sure that it is something that you want on you for the rest of your life.
i actually like my tattoo more NOW, than i did when i first got it!

If you must look like a moron why not get one of those temporary ones until you are old enough to know better?
