I know somebody whose car was set on fire and the cops found a coax cable in the trunk. They said it was arson and the cable was the ignition source. Has anyone ever heard of this and how to do it??

The cable belonged to whoever started the fire. There was no amp to power the stereo in the vehicle. It did hardly any damage, so was there plan to burn the car foiled?

If the cable were connected as a direct short across the two leads of the battery, it would smolder immediately and eventually a fire might result. This would happen very quickly and would require a heavier un-fused power cable to be run to that location first.

Some power amp installations would provide such a heavy power cable to the trunk, but it would likely be fused at the battery.
