One... okay two words, GimpShop (for OSX or Windows), http://www.gimpshop.net/

Why in the world would you want the most awful paint program in existence? I don't even know why they bother including it with Windows, it's a waste of... however much space it uses... it's a waste.

Buy it. It all comes in a pack, you can get it from most computer stores

It's not but you're not missing anything. http://www.gimp.org/ is much better.
