Depends on whether or not you want to use a flash.
Most cameras come with one but that just works for closeups in a room.
If you want outdoor dim light photos, you will have to get an SLR. They have shutter adjustments that slow the speed down to let in more light.

Most digital cameras are great for outdoor shots but they just can't take good low light shots without some degree of 'noise'.
For low light photos, you need a camera that can use a high ISO and still take good shots.
Most compact cameras are ok at ISO 100, even ISO 200, but beyond that they struggle to produce decent 'noise free' shots.
However, there is a camera that will beat all other compact cameras in low-light photography. I am seriously thinking of buying it for that capability alone.
It's the 6MP, Fujifilm Finepix F30. It performs extremely well in low-light, taking excellent shots at ISO 800 & 1600 (handheld, no flash). It would be perfect for parties, concerts, indoor social gatherings etc.

Petra is right, most digicams are loaded with noise at high ISO.
A digital SLR is the answer if price is no object. They have far better high ISO performance, and you can buy a fast lens as well.
For a digicam, the Fuji F30 is the ticket for lbetter high ISO.
If you like to take pictures, it might be a good thing to get a couple of books on photography, particularly if you may get a dSLR. A little knowledge will improve your photos immensely!

Most cameras dont handle low light very well, I'd say go with an SLR if price is not the issue. But you will be buying more stuff for your camera later on to make it better.
Get the Canon S3 IS it takes really nice pictures and handles low light decently.

If you take a lot of pictures, you probably have a camera that does what you want, you just don't know it yet.
Next move is, save your precious money for now and take a photography course to learn how to use the camera you already own to take the photos you want! After the course you can decide "on your own" if you really need another camera or not.

If you want a compact camera a FUJI F30 is the way to go. Otherwise you should go to a Nikon or Canon DSLR take have a better noise control.

yeah there is, i'm not too sure what it's called, but my camera which is a few years old now, can take pretty good pics in low lights, have you tried some websites like best buy and circuit city?
