Gosh there are so many answers and you just really need to be receptive to what's going on... My son gets red cheeks from being in the cold and if i don't moisturize his skin they get a bit chappy.
When i was younger my mom told me that my cheeks were always red until she realized that it was from my father's beard. the stubble can burn baby's skin.
It could be a case of eckzema, the doc can prescribe something for that... or it could simply be an allergy.
Good Luck.

Get him considered one of those hats that still covers his face. Has a cut back out for his nostril and eyes, yet leaves the rest lined. positioned fairly Vaseline on his cheeks and below his nostril until eventually now you pass out. It keeps the chilly and wind off him.
