Yes, that's one of the many paradoxes involved in the concept of time travel. Perhaps when moving backwards in time they'd only appear in an alternate existence, so you'd never see them? Or perhaps time travel may only be possible fowards but not backwards.

Because they already know what happended. And because if they came back in time then the entire space time continuuem would become messed up, changing the world as we know it today, as well as changing the future. And they probably found a way to help stop all the problems we have today. Or maby time travel is impossible. Whatever

yea that would explain why we have so much, but if they were public then wouldnt that stop progress and then the time machines wouldnt have existed in the future
