1-- It was a Popper (pauper), a.k.a druggy that uses a drug that relaxes smooth muscles and gives the head a short term rush high.
Due to this effect, he is not thinking correctly and pays 20 dollars for coffee in which he needs to get himself back to consciousness.

2-- He couldn't afford the coffee and he asked people from an old movie called "twenty bucks" to buy it for him?

3--He had twenty bucks [literally, the animals] and wanted to trade it for the cup of coffee he thought was magical.

Just like Jack & The Giant Beanstalk, he traded his cow for 5 'magical' beans.

Pauper: One who is extremely poor

According to currency rates Canada and the US is not the only ones to use the $ dollar sign

Mexico $20 = $1.83 USD
Hong Hong $20 = $ 2.56 USD
Trinidad and $20= $3.19 USD
Tobago Dollars

So a solution to the riddle would be that they were not in America but possibly one of those
