Bilirubin is a breakdown product of the destruction of red blood cells. The liver removes the bilirubin from the blood and secretes it into the bile.
In adults, a high bilirubin is a sign of either liver disease or accelerated destruction of red blood cells.
In newborns, a high bilirubin is a sign that the liver is not quite up to the task of handling the bilirubin that is produced in the destruction of the fetal red blood cells. (The kind of hemoglobin for life in the womb is different and we all destroyed those cells when we were born.)

I don't understand the question, but when too much bili is given off by lysing blood cells, the person gets jaundiced.
