There are a lot of reason that he may have said no. If he sensed it was coming to an end, why take the chance on a pregnancy?

Maybe he is still a virgin and he doesn't want to have sex with anyone just yet like he is waiting for the perfect person to come so than he can have sex with that person. It doesn't mean that he is cheating on you.

No, it's because he only wants to have sex with someone he's in a relationship with, and maybe he was sensing that you were about to break it off with him. Why would you want to have sex with someone you don't trust anyways??
