Um. It actually is true that you're too young to be asking this if you are even asking it. You don't feel like it but you'll realize it if you see some naive person questioning something like this once you're older. Anyway...
Guys aren't guys till they're in their twenties, generally. And if he's your first he's probably very intimidated. I dunno if he's really dating or if you're just playing around - do you go on dates alone in private places, or do like your parent's have to drop you off...? When I was 15 I refused to date girls who didn't have a drivers license so I wouldn't have this problem. Uh.
Just do yourself a favor and don't take things too serious. I'm telling the truth - I'm all messed up because I wasn't ready to be in a serious relationship when I was 15, but I tried and fell truely in love. now that she left me 4 years ago, I'm still messed up over her and honestly cannot imagine falling in love again - I can just see myself wanting kids and settling down for that reason.
But a kiss is just a kiss. So...
1) most importantly, mention some guy you both know in your age group that is dating as well. Say that he was too much of a "little girl" (quote must be verbatim) to kiss his girlfriend. This will compel your guy to be more assertive - young males are constantly in the mode to prove their manhood. For best effect, tell to a friend of his and have them say you told him/her that - but only if you can make it look like it was supposed to be a secret, and you're absolutely sure it'll get back to him soon.
2) Girls like tension. I've learned to. It's erotic. But guys normally don't. Especially younger ones. So if anything gets awkward, make sure you keep the conversation going or whatever - if things get wierd, it's your responsiblity to keep the ball rolling. You have no idea what pressure guys have at that age - I don't even remember how bad it was. But its huge; they're scared of messing up in a way that a man awaiting execution is. So keep it all light, but don't just keep talking and talking. Make the mood comfortably silent. Smile a lot. Gently. He'll open up and get bolder sooner.
3) Be alone often.
4) This is vitally important - really. Pay attention to number one and this one most of all. If he asks if he can kiss you, even if you want him to, tell him "not today. But you can the first day you decide to kiss me without asking permission like some wussie. I'm dating a guy right?" This will seem like a bad idea, but it will make his confidience actually SOAR. But really - no matter what he says after that you don't let him and you make him wait until at least tomorrow. VERY IMPORTANT. MUCH MORE THAN IT SEEMS, HENCE THE CAPITAL LETTERS!!!!
Good luck and once you're 18, send pictures. Lol.
Oh, you can initiate the kiss if you want. But the guy won't respect you much. Its true - all the girls who advise you to do so are in for a real shock. Or they're just morons. If you're just looking for harmless fun, with no committment involved, then go ahead. Try to embarrass him while you're at it - we do it to girls all the time. Heh. Listen Honey,
Don't rush things. Don't plan when a first kiss will be. It will just happen naturally. If you plan things and are expecting a first kiss in a week or so, you are gonna feel that it absolutely has to happen then! but it doesn't. Just let it happen...don't plan things. just keep telling him how you feel. if you tell him that you like him whenever you're with him, i think he'll pick up on it. Good Luck! <3

This is really up to you because usually guys like to give girls their space and not rush in on a kiss even though they really want to. So again, it's up to you to make the first move, if you go to kiss him he most likely will go in to kiss you back. Trust me, as soon as you go to kiss him he will kiss you back unless if he is extremely shy (which most people arn't) Good luck (not that you need any!)

u just can't rush into something. don' worry when that happen it will be a wonderfun time. maybe he's just nervious or is waiting for the right time. and the right time is what makes your first kiss more special

yo, from a male point of view, i know the signs that says she wants me to kiss her. she sits close,like almost hugging close, looks at me in the eye, and that is the guy's hint to kiss her. it also helps if you wear something hot.

I'd say let it happen naturally. It will happen, but i wouldn't say "i love you" when you don't. don't get to serious too quickly. it will happen if it's meant to. P.S. have fun and talk about everything. it makes it much more interesting and you get what you want.
