Don't you believe it would be best to tell your neighbor first? If you have a true grievance with your neighbor (whom you love as much as yourself), doesn't he/she deserve the opportunity to know your problem with their pit bull first? Then, if your grievance is not satisfied, might you consider bringing in a third party such as ASPCA, Animal Shelter, etc.

Here in Los Angeles County we call whats called animal control office which is the S.P.C.A. I don't know what that stands for but thats what it is. Also you can call the police depending on the issue.

talk to your neighbor first. there isn't much that anyone else can do unless the dog has attacked you or done something really bad. you should work out problems on your own first and figure out if it is important enough an issue to involve someone else before you take the wimps way out

More than likley your local Animal Shelter, or your ASPCA. If you describe the problem well enough they will take action.
