See if you can catch him (video would be good) and tell the police. If the burglaries are reported, I hope the police fingerprint.
He probably has the paint cans on his foster parent's property, probably under his mattress or in the closet.
I would not care about his background, if it is bad or not... crime is crime.
Ok, I might wind up, were it me, having a "chat" with him but I am not recommending that.

He a foster kid. Hes used to people throwing him out like trash, so he doesn't care. Let him know how he acts matters, cause HES stuck with YOU.

Take a xxx buck shot 12 ga shell , open it from the end and dump the contents , remove all lead balls and substitute with standard rock salt , repack rock salt and remaining contents , shoot "gangsta " kid in ***. Problem solved.

get proof then either take it to the police or the parents. taking a picture or video is the best way. or you can beat the kid up and make him stop.
