Just like you discoverd your fingers toes etc. Dogs discover their tails at a young age some chase them some dont depends on the dog

They like to play with it, although for some of them become obsession, one reason is that they don't get enough attention from their owner, if we decided to have a dog we should think of the responsibilities involved too, such as taking them for a walk everyday for at least 40 minutes or so.
