We must understand that the Mig-21 was built during the time of the Soviet Union, and technology in the Eastern Bloc was hardly a match for Western Bloc technology, I mean, take the U-2 recon plane, or the British built English Electric Lighting, the English Electric Lighting, was the best interceptor for its time, so much so, the Americans were very impressed with them. (even though the Americans didn't have interceptors. The Mig-21, however, only had a range of 30,000 miles, so that's West Russia to East Germany at least, the Mig-21 was a home defence fighter, and could only make the 25,000 ft mark if the right amount of power was added, sadly, due to ramshackle Russian technology at the time, it was missing certain (and somewhat vital) parts to keep it airborne for longer thn 1 hour!

There technology is not there. I did set the tracking console in Goddard in silver springs Md. I got to work at 4:pm. and they were having trouble when they accessed the Russian space craft . It bombed out telemetry and everything for 30 seconds. WE would re acquire and the problem was gone. So I listen to the Next acquisition and to me it sound like someone turned the pa too high. I told the network director that they had a speaker on the wall and would forget it and key their microphone in front of the microphone . In our space craft any body key the microphone and the equipment automatically mutes the speaker. I talked to the Russian interface and she understood . She talked to the Russians and I don't understand a single word in Russian. I was correct and some poor Russian had to have the ear plug for the rest of the mission.

They were engineered for low cost and easy maintenance so they could be sold to third world countries.
they hoped that arming the rest of the world would keep them safe and it looks like it worked.
USA busy fighting third world countries and not the Russians.

technology or cost constraints - i.e. they did not know how to do it, or it would cost them too much.
