Some of the Paraphanelia that is sold is often times used for things that are not illegal but believe me. . . if the cops want you they are going to get you and they will use whatever they can to get you.
People who use "roach clips' for doing jewelry work etc could be arrested when buying the clips if the cops want a reason to bust them.
Buy 50 lbs of cigarette tobacco from one store and go to another store and buy enough rolling papers to roll all of the cigarettes you could get out of 50 lbs of cigarette tobacco and believe me,you could find the cops knocking down your doors.
I have a friend who I have no doubt smokes those "left handed" cigarettes but the one time he stops to buy papers to actually roll his own cigarettes and he gets busted.
None of this makes any sence to me when there are crimes of a much greater magnitude that go totally unsolved and I suppose it is because they are looking for those that are easier to find.

The other items you listed are not considered paraphernalia until they have been used for the consumption of marijuana. bongs are not called bong by the sellers of them they are called water pipes, or hookahs. most sellers of water pipes will ask you to leave the store if you call it a bong. Water pipes are also not sold with a screen in place and you need to buy that part of the system separately. The same is true from nitrous crackers, and one hitters, dug out, rolling paper, cigars etc. The only time you can be charged with Possession of paraphernalia is if there is a mix, combination or residue of the marijuana with the items you listed.

A bong isn't paraphanelia unless it has been used. No residue inside. Papers were made to roll regular cigarettes.

It's still considered drug paraphernalia by 4 out of 5 cops and Barney Fife. But since people can claim it's not for left-handed cigarettes but for tobacco, it is allowed.

papers can also be used to roll regular cigarettes. a bong would be considered paraphernalia AFTER it had been used and where I live you get caught with paraphernalia you go to jail.
