he recently broke it off with his fiancee, he's back to flirting with co-workers, he smiles at me sometimes and most of time when i am not paying attention to him, he talks to me and trys to get my attention, he also stares at me a lot, but i dont know if i am being paranoid or not, i think that guy is soo damn cute,but sometimes he shys away, is that a sign that he likes me, how should i approach this?

Well he's probably a little hesitant to make a move based on the fact that he just got out of what sounds like a pretty serious relationship. If you think he's cute flirt back and have fun, and don't be afraid to make the first move.

He's probably not looking for anything serious then right now and if his ex cheated on him and he's already flirting with co-workers, I would assume he's looking to get even with her and nothing more at the moment.

He definently has feelings for you, just play it cool, start a little conversation such as, wow boy ur cute, or something like that then when the time is right, Make your move or wait for him to do it, but word of advice, us guys love to be aproached...Good luck

People who get engaged and then break up are drama . He may want to be with you but not the way you want. You can be the next one he proposes to then dumps?

Well, there are a few ways you could do this, but choose whatever is easy, like you could ask a friend to just casually ask the guy his feelings, or maybe you could ask your friend to ask his friend to ask him. or something along the lines. or another scenario you might do it to anonymously email him (create a false email) or something like that.
