If you are booking directly with the airlines or a big travel agent (like Expedia or Travelocity) then 3 months in advance should be fine (it's also around the same time as any special promotions will be publicised).
Advance booking gets you cheap flights because of the way most airlines attract bookings now - broadly speaking, the cheapest flights are available on release and only a certain amount are sold at that price to cover the running costs for that particular flight; the remaining seats start becoming more profitable as you get closer to the departure date.
This isn't always the case with fare consolidators and charter airlines - sometimes, these fares are actually cheaper the closer you are to a date. With scheduled airlines though, advance booking is the best and 3 months will get you in long before the rush on most flights and not so far in advance that you get a fare that may be subject to a special promotion later on.
Flying to the Philippines is a long-haul - from Europe, you generally have to fly to Hong Kong or Singapore, then connect. Qatar Airways is probably one of the cheapest fares although it's leg room in economy and video-on-demand system makes it a surprisingly good option. Cebu Pacific is a good option for low-cost but good fleet/service within the Philippines and connecting flights.

Keagan is robust, very small risk that airfares will pass down between now and June. the craze i'm seeing is that the backside fares are at approximately 2-3 weeks after the flights are for you to purchase, which places it interior the 9-8 months out.

FAST!!!! Nowadays, to be competitive, airlines vary there prices almost daily depending on demand, but, generally, the sooner you book, the better your odds of best prices - applies to flying anywhere...
