Yes Europeans, and everyone else, need a passport to enter or leave the UK. In the EU there are some countries that have signed a Schengen treaty. Those countries, include France, Germany, Holland, Belgium and some others, allow citizens to travel between them using an ID card. UK doesn't have ID cards - yet - and is an island with borders not connected to any other country, so didn't sign Schengen.

In order to enter the UK from anywhere in the world, if you are an EU/EEA national, you must produce a valid passport or national Identity Card. Driving Licences are not acceptable.
If you are a non-EU/EEA national, only a valid passport is acceptable, with a visa if you are of a nationality that requires it.
Since the introduction of the Schengen Area, many European nationals may travel between eachother's countries with very little documentation. However, in order to protect its borders, the UK has not signed up to the Schengen Convention and therefore requires identity documentation from all arriving passengers.

A passport (especially a computer readable one) is still the best form of ID for security reasons as they scan the barcode at the bottom of it when you check in and can tell if you are wanted in another country or not.

I believe that the case used to be that you could use your countrys own ID card such as the ones they issue in France or Spain but I am not sure if these are still sufficient to travel in Europe. They would be sufficient for internal travel on domestic flights.

I am a UK citizen and even I need my passport even to fly from London to Birmingham as it is proof of my identity.

Yes, you need a passeport to travel anywhere in the world! To prove your identity.
It seems you got confused with the visa which you don't need. As an EEC member you are entitled to stay and work in any european country for as long as you want.

Well because otherwise we'd be (and other countries) full of people who shouldn't be here: People could travel to countries that WOULD allow them a visa and then travel here, to France etc - and we'd just assume they were European.

If you belong to an EEC member state that uses compulsary I/D cards you can use that card to enter other member states.
UK does not as yet have I/D cards.
