You'd better re-evaluate your thinking.
A hand held stun gun that requires close in physical proximity is useless in 95% of all confrontations.
That is, if you were incapable of overpowering or staying on an even field with your attacker it will do you almost no good.
You have to be able to get it to an effective location and hold it there.....if your attacker is faster, stronger and more used to physical aggression, you probably will never even get a chance to use it.
If you are talking about an actual taser pistol that fires electrodes, then you will have to have the same permit for that as any other handgun.

see this site: http://www.nraila.org/GunLaws/

If you are not old enough, or cannot obtain a concealed carry permit, or do not want to deal with that - the best alternative is the LARGE (16ounce MINIMUM) pepper spray cannisters.
They spray far enough and with enough pressure to keep distance between you and your attacker.
In close?....they are a much better deterrent than a stun gun.....a good blast to the face will leave an assailant really screwed up...where a brief blip with a hand held stun gun will just make him/her angry and then they'll use a knife/gun/stick....or their ability...even with more malice.
Yes....stun gun proponents (mostly armchair Rambos and stun gun sellers) will point out that in a windy situation the spray can get you as well...just another reason to get the large bottle....more psi, and they dont lose pressure as fast as the little key ring toys....they will fire into a good breeze and hit the target....just use your head....(that common sense thing again)....
(There are models that fire a straight stream 30 feet....that isn't as easily affected by wind, but the ones that can fire a high pressure fog 30 feet are better......they engulf your target in a fog of debilitating nastiness)
Try this:
Take an object the approximate size of a stun gun and get a physically fit friend to play with.....try to get your "stun gun" into the chest area...or anywhere for that matter for over a full second.
Chances are you'll end up losing it...or being grabbed....or smacked before you can use your zapper.
(1) Be aware of your environment.
(2) Don't hesitate to scream and run
(3) Do like your mom and dad always said....don't go somewhere, or be in a crowd where you'd need a weapon.
(4) If you really think you need something that bad - search online for classes or seminars (often FREE) in your town....on personal safety.
If you still want a weapon, they can send you to a qualified, certified center to learn to use the only thing guaranteed to stop an attacker...but then it's up to you to learn how to use it...and employ COMMON SENSE in day to day life, and emergency situations.
Work on your reactions and atheletic ability.....no matter what you choose, if you are quick and smart you're better off than slow and stupid...no matter what implement you have.

Cadillac must be or at least maybe once was a cop.
I have been for 20 years and I have to agree with him.
One thing I will add. Is there a particular threat you envision? Are you being harassed or stalked? Call the police and get it on record.
Otherwise try not to put yourself in situations where you need a weapon. Travel with friends.
Run away = best. Big spray = very good. Hand held stun guns and tiny pepper sprays = almost useless.

You need very high voltage, but very low current so as to shock without harm. Ever taken the piezoelectric trigger out of a butane BBQ lighter and held you fingers across it, then triggered it???? Wow! thousands of volts... almost no current, but sure makes you jump!
A taser is similar...

I had one once. Showed it to some guy i knew who was a cop. He checked it out, said it was junk He stuck it to his own leg, nothing happened. Well, it buzzed and everything but he said it wasnt no more than a joy buzzer.
There are good ones, you will probably have to spend alot more money. Dont buy one just because its cheap.
