Get a small potato and go out there at night and jam it as far up his tailpipe as you can get it. Bring two potatoes in case he has a dual exhaust.
This will solve your problem.

Ry Ry is wrong. Craming anything up a tail pipe does nothing. They only get blown out and could cause damage to others personal property or even your own.
Jack gave no answer at all. He is probably like your neighbor!
Dodge Man gave you what I would call a very good suggestion as a first step.
Top has the steps you should take if talking to the neighbor does not help.
You could request the installation of speed bumps on your street.
If you can get a video of this guy it will help you in any efforts you may want to take after talking.

I would call the police and file a complaint. There are noise laws, as well as speed laws. Hopefully they'll send a car out to witness it, then they can bust him for unsafe speed & unsafe start. Or tell the cops there are kids setting off the car alarms at the time this guy leaves....just do or say what you can to get them out there. If you can round up your neighbors, you could confront him and give him the opportunity to knock it off before going to the police, but chances are he won't. He's one of those that have no respect for neighbors--it's all about him.

If you live in a surburban area, find out from the police department what the governing traffic laws are. I am sure there are multiple infractions on his part including excessive and unnecssary noise violations, disturbing the peace to inproper operation of a motor vehicle. In many states, jack rabbit starts in closed communities are fineable.
Once you have the poper applicable laws, send him a friendly letter stating the actual laws and articles and ask him to kindly refrain from this bothersome and even dangerous behavior.
I assure you, although he may get offended, the laws will stick in his head and he will begin to back off. If it continues, file a police complaint.
Remember, a warning is always the first course of action. And don't forget his rights end where yours begin. Stick up for your rights and those of your children.

you,ll probably have to talk to him about the situation,,maybe he,l be understanding and take it easier,doing anything less than that wont get you no where with him,,it will just make him mad,and he,ll probably do it a lot worse then,i went through it with my neighbor,,and finally we came to terms on it,,but i did the nice way,good luck,i hope this help.s.

He gets a charge out of doing that, and you will only make him do more often if you speak up.
Forget about it.
People like that will make it their mission to make your life miserable for as long as you live near them, so I advise you to keep quiet, unless they are endangering the life of your children..........or you.
