Do you mean color or cut? Either way I would say penelope cruz hair. Color wise, she has tannish skin and her hair looks great.

Penelope Cruz definitely. Her haircolor is more sophisticated and attractive-looking than Carmen's. (Have you seen Carmen's hair in the NV commercial? Highlighted heavily with blonde with brown roots showing at the top. Not good.)
