I believe it is for sanitary reasons (less chance people will end up touching those seats with their genitals, etc), as well as convenience of manufacture.

Note also the shape of public toilets, when compared with those in your house. Generally, toilets for home use are more rounded in shape, whereas those in public bathrooms are elongated. The elongated shape allows for larger people with more ample posteriors to use them. It is also easier to make a seat shaped like a V than one shaped like an oval, as the latter may not fit properly, and will also have a weak section.

Well, from my limited experience, from only seeing the "men's room" side of things.... It's a maintenance issue. Yep, men dribble on the seat and if it is a public toilet, most won't be bothered to wipe up...but it's worse than that. People figured this one out in the late 1970s actually....on average, urine is a *moderately acidic* liquid. Meaning, if you have a public toilet and the seat is *not* open up front, and you have an average of 10-20 men dribbling on the front of the seat per day, in addition to it being a hygiene problem, the concentration of the urine as it dries will corrode *holes* in the seat. (if someone doesn't scrape up the remnants and try to set fire to them as they are also flammable) So yeah, it isn't just about the cost of cleaning the seat (fairly cheap) but also about the cost of *replacing corroded seats* (fairly expensive). Just saying. Whole thing wouldn't be necessary if *some guys* weren't taught that "Messy==Manly". :)

That's so the boys balls don't hit the seat or men's balls which hang down quite far sometimes, they need room for there hanging balls to hang without touching that seat.when they sit down so their balls can hang there undisturbed, when they sit down or get up there balls wont touch that dirty seat, I sure don't wont my balls touching a dirty seat at a public toilet, would YOU if you had balls?as it sometimes hurts to hit your balls like that while your siting down, Sweety, you don't have any so of course you would need to know this fine point about boys because you may have boy children one day and will need to be careful around their balls as their VERY sensitive,I am glad to have straightened this out for you,what I would like to know is why the American States dont have enough public toilets?

We were always told that girls bathrooms have it so you dont rub where someone else has rubbed and get a disease!
