Everyone has already answered you as to whether a promise ring is an engagement ring, so I won't go into that.
But, if you're looking to buy an engagement ring for less, try a different stone other than a diamond...maybe her birthstone or a sapphire, which is another durable gem. That way, you can afford to get her a larger stone that you would be able to otherwise. Take a look at the jewelry she owns and see what stones she favors. Also, look into the meanings of some of the stones: topaz is the stone of true love, emerald is fidelity, and so on. Though I definitely recommend sapphire because it goes with any outfit.
Just make sure that the sapphire is real and that the ring is 14k gold or greater (if you go with gold).

They look the same but have different meanings. Promise rings are for couples who aren't ready for an engagement (typically younger) to promise to be faithful. If you are catholic/christian it can also be used to symbolize being virgin until marriage with your partner. Engagement is the ring that symbolizes a coming marriage. It is the seal that the man gives the woman to show that they are going to be married. Also, promise rings tend to be less flashy. Usually they will look like a wedding band (simple with engravement) or several small gems in a heart shape or just on the band. They are also usually cheaper than an engagement ring, but there may be some that are more expensive because of designers or the metal used.

When you think of it, an engagement is a promise to marry. So a promise ring OR friendship ring, could possibly be a promise to promise to marry. They seem a little silly and juvenille to me. Some people dig it though.
But in direct answer to your question, no not the same.

My cousin just got his girlfriend a promise ring, so sweet.
They are both in school still and dont feel they are mutually mature enough to really take the step of getting engaged. He gave her the ring as a "promise" that within time they will be getting engaged and also married. Its a serious precurser to engagement.

No, promise rings just let a girl know how much you care about her. It says that you are faithful and want to be with her forever, but you are not on the steps for engagement yet.

NO! A promise ring is something you give to a girl whom you want to marry but are not ready to commit to. An engagement ring means you intend to marry the girl and that the plans are in the making.
