I am trying to help my best little seven and a half year old with his Spanish homework. Please help!

It does not appear to be spanish but sounds like the spanish word for "thirteenth". This is actually written as "decimotercer" (in Spanish of course).

It's "vigesimo tercero" (masc.) or "vigesimo tercera" (fem.) =the 23-rd. Spanish ordinal numerals are composed using elements from Classical Latin which are not readily recognizable. In this case, the cardinal numeral is "veinte y tres' but t7he ordinal is as above;cf.latin "vicesimus tertius"

why would a teacher give him spanish? i think teachers should wait untill they are at least in Middle school.!!!
