I am guessing you are not really studying the drivers rule book, but just skimming through it. You need to make sure you know every answer. If that means you have to go to the library and study for 5 hours then do it. And since you have taken the test you should be able to identify certain questions or subjects that had multiple questions. That should give you a head start.

Read through the book, take out the facts and put the question on one side of a note card, then the answer on the other. When you can go through the cards without missing a question I am sure you will pass. You might end up with over 100 note cards.

Get out your phone book and enroll in a local driving school. They should be able to help you through your particular problem, and help you remember in a way that works. Most will guarantee your passing the test or they will continue on for free. This often will also help reduce your insurance cost.

Study more. Study harder. Memorize the whole thing. Just keep going over and over everything until you know it by heart. You are simply not trying hard enough.

Get somebody to ask you questions and keep going at it until you can answer them all.

Get a public transit bus schedule, or try to memorize a taxi service number.

If you can't pass the simple learner's permit test, you shouldn't be driving, period.
