Uhh, depends on what kind of MPEG you are referring to.

The basic MPEG is called MPEG-1, which Windows XP can play right out of the box with Windows Media Player (in fact this has been the case over many versions of Windows, not just XP).

MPEG-2 is a different beast. This codec is often used to represent DVD's. It isn't something that comes packaged with Windows. There are some free player on the net (look on http://www.videohelp.com/tools). Otherwise, you can purchase a good reliable program like WinDVD or PowerDVD, of which one is usually packaged with a DVD-ROM or DVD burner purchase.

it depends on what you already have. first you need a movie player like windows media player. if you already have that, you may need the Codec, which is an addition to WMP that allows it to play mpegs.

now if thats not confusing enough, earlier windows media player versions will play MPEG3 but it wont play MPEG4. you could use a program called VLC media player, instead of windows media player. it plays almost any format of video file. im going to work on getting you some links to those things i talked about.

you might fix the problem with codecs, although i dont see one for XP-its supposed to be already installed. here-http://www.microsoft.com/windows/windowsmedia/forpros/format/codecdownload.aspx

VLC mediaplayer is here-http://www.videolan.org/vlc/
