Yes and no. You should not "confront" the landlord; you should *contact* the landlord. Start making a list of when it happens and what exactly is done and present it to the landlord. If the landlord does nothing about it because of nepotism, ask him to move you to another apartment (at his cost). If it continues and he won't change apartments for you, start calling the police for disturbing the peace.
But, also remember that a certain amount of noise is to be expected in an Apartment. Some more than others.

You pay rent to live someplace, it doesn't matter who the landlord is. 2 am is late and people have a right to sleep. Yes, you should complain. If it was 12 o'clock I would say it wasn't so bad, but anything after that time is not at all acceptable. You have every right to say your mind. Go for it, don't let their relationship stop you, you are paying for your home, they are not giving you anything for free.

Yes, you need to let him know. Because some people do have to get up and go to work. I hate it when people wake up with loud music and noise and then say "Well, you must not have been sleeping anyway". She more than likely thinks since grandpa owns the place she can do what she wants. Sorry we all have to follow the rules.

Yes. Talk to the neighbor herself, and/or to your landlord. If that works, fine. If it's excessive, and talking doesn't help, consider calling the police.
I think most cities have noise ordinances, and after 10PM people need to be quiet.

Set up a video or tape recorder for a few nights to get it on tape for proof, than contact the landlord. If he does not believe you, show it to him. best way if it is a relative.
Better yet, go to his house and play it for him at 3:00 a.m.

Of course you should, you pay good money to have a respectful place to live in. Some good words to use are "I feel" "I have seen" "I feel", that way it's not accusatory and they can't go on the defensive! (It's very useful when confronting anybody regarding anything.)
Such as, "I have seen when the neighbour comes home very late at night, she makes a lot of noise and disrupts my sleep. I feel this is being disrespectful.." etc.
Some ideas there.

I am a home owner and I have 10 mexicans coming and goi ng across the st in a rent house all hours of the night and playing loud music and what I do is call police and they come out and then again and again but if it were american whites they would lock them up so what is this all about?

absolutely. you have rights and shes not special. my neighbor leaves every morning at 4am and slams the door. there are two other apartments that i know for a fact here him. i left a note on his front door on three several different occasions in three different types of handwritting so he would get the hint that hes disturbing his three closest neighbors.
