I mean, when I look online, they do offer free puppies for good home but NEVER in California. Why is that???

Anyways, where should I look? I know that when some puppies are born they need to go to good homes, but I can't find any in my area. Help!

There is no such thing as a "free" puppy. Any "free" puppy you can find will end up costing you a lot of money in medical care and training. Supplies, first year of medical care for a puppy, food, etc-all of these will cost $500+ and then probably $100+ every month. It's expensive.

Get a local paper. Ask Vets in the area. Got to the shelter. If you don't want to pay their adoption fee, they may have postings of dogs in the area that need homes.
However if you can't afford even the adoption donation, you may not be in the right financial situation to care for an animal, especially a puppy that will need shots, spaying/nuetering, and posssibly special food as well as grooming and hopefully toys :) Pets are expensive, and no matter how much you love them, that's rarely enough to keep them healthy. I don't mean to be rude, I've just seen lots of animals in trouble because of owners that meant well but just couldn't care for them properly.

call your local vet & tell them you are looking for a free puppy. Usually they can help you find a litter of mixed breed.

Good luck!
