Fixed frequency, is that a typo? Well if it is, then fixed means something that doesn't change. So if you made, for example, a radio receiver that receives a fixed frequency of 148.55 then thats the only frequency it will pick up. The other term is variable which means it can change. Car radio is a good example of variable, (88-108Mhz).

In communications it is possible a Christal controlled receiver. That receiver will only operate on that frequency.
