If a vehicle has been abandoned on your property, if that is what you are asking, various areas have different laws regarding claiming the vehicle. Generally you would have to contact the last known registered and legal owners and give them a chance to get their vehicle off your property. If they didn't you could start charging storage, and send them a bill for that. If they didn't pay the storage bill you could then claim the vehicle in lieu of payment for storage. Contact the DMV for your state or area to find out the specific law in place for you.
If that isn't your question, please clarify what you are asking.

If it's abandoned on YOUR property, file for an abandoned title at your DMV office. It can take up to 6 months for it to come through.
If it's not on your property you generally can't claim title to it.
