People were too proud/embarrassed to admit they were going to take their leftovers home for themselves, so said it was for the dog. "may I have a 'doggy bag' ?" became the term.

Anything leftover from your meal, you would bag it up and take it home for your dog.

Because most people take left overs from the restaurants for their dogs.... or at least that's what they say they do. This of course applies mostly to those snooty folks who don't want their image being questioned. :-)
