Yes they do but they won't tell you

Under the date protection act you do not have the right to the new owner information and under the same act the new owner has the right to privacy

They ought to know, assuming the owner has properly registered it. They won't tell YOU under the data protection laws, but they will give the info to any cowboy clamper.
