Ask around to the rescues.
Breeders will cut the price of a puppy if it is not of breeding quality.
I jog by a house with a biggest Newf I've ever seen -- a sweet baby! The owners shave him down every summer, looks like a humungus, black, shorn sheep.

Be prepared, they are a slobber dog.
LOL

I breed and have had Newfies since 1991. I can tell you that when we bought our first one in "91, he was $750. The current going price is $1500-2500. By looking for a CHEAP pup, you are asking for trouble. Health clearances are a MUST and never buy a Newf pup that has NOT been to a BOARD CERTIFIED CARDIOLOGIST before sale. Newfs have a problem with SAS...sub-aortic stenosis. Dog effected can DROP DEAD at an early age. Do not trust a breeder that does not screen and claims that SAS is not in their line. It is in ALL lines of Newfs, and just because the parents are cleared, it does not mean the puppies are....hence the reason that all Newf puppies are cleared by cardiologist at 8 weeks or later.
Hip and elbow dysplasia is also too common, and if you get a pup from uncleared parents, you can set yourself up for a pup that is crippled by the time they are a year.
There is no such thing as cheap. It may be LOWER price, but you will make up the difference in vet bills down the road. Also, there is no price you can put on a breeder that is there an willing to help you any time of day or night if you have a question.
Save up and spend what is required to get a good and healthy Newf. They are well worth it!!!!!!

Please do not make the mistake of buying a dog from a breeder that is not reputable.. There is no way you will find a Newfoundland for under $400, I don't even think you could find that at a pet shop.. If a breeder is selling their pups for that low of a price, they are backyard breeders, and they really have no clue what they are doing, they just want some quick cash ! The only thing I could think of would be to look and see if you could find a Newfoundland rescue, where you can adopt a Newfoundland, but they most likey will be adult dogs...Pet quality is crucial, unless you want to deal with behavioral problems down the road....Please think twice about getting a Newfoundland with papers not needed..
Hope I helped !

You absolutely cannot find a quality Newfoundland for that cheap.

I own a newfoundland, and you should expect to pay at LEAST $1000 for it. These dogs can be over 200 pounds, (mine is 150!) and when they are not bred properly they are very aggressive. A 150-pound aggressive dog is a danger and a liability. I have seen it all too many times. A newfoundland is a sweet, "gentle giant" but not when inbred or bred improperly, which is what you would get for under $400. If you can't afford to buy a purebred dog, go to a shelter and get one.

This is definitely not a breed where you want to go cheap. Newfies are expensive dogs to keep, they need to have a lot of health tests done before breeding and if you can even find one for under $400.00, it's going to be from a back yard breeder - someone who hasn't a clue what they're doing and does not get his dogs x-rayed and certified for hip or elbow dysplasia, does not have hearts checked, etc.

If you can't afford the price for a good newfie, don't get one at all.

Check out the Dog Pound and your local paper, SPCA is another good source, also the Newfoundland rescue societies, that place Newfs with families when emergencies cause the dogs to be abandoned or abused or someone gets sick and can't keep them anymore.

It isn't unusual for pure breds to end up in shelters or rescues. Good luck!
