He does it when he smells a scent of another dog

My dog does it also...it is not an illness...he does it to taste the smell (I know it sound weird to "taste" a smell). My dog also drools when he does this ("dry mouthed" Dane, he does not drool, my Rotties drooled all the time), like a very clear liquid...water almost.

There is nothing wrong with your dog, don't worry.

My one dog does that and normally it is because she wants whatever I am eating

This can be an illness,call your vet.
