I always loved to build a fort out of blankets, chairs, beds, etc. As long as the mess was picked up by the end of the night...the parents never minded!
You could also do craft activities...or make cookies...let the kids decorate them as a present for the parents.

If it's snowing in your area, dye some water and make drawings in the snow with the water. You can use a turkey baster or water gun to 'paint' the snow. If it's not snowy, then you can make mud parfaits with the bottom end of 2-liter pop bottles. If it's not muddy, then you can fill a kiddie pool with soap/water, dip a hula hoop in it, and let the wind blow a bubble. Go on the Family Fun website- their ideas are gold.

You already said they like dress up so dress up it is! If you have any dresses or outfits that you don't wear anymore bring them they will love wearing thier older/cooler cousins clothes! Try using blankets and building a castle, you could pretend to be a princess locked in the castlke.... At their ages, don't worry, I am sure you can ask them... You could try something like baking cookies together & letting them decorate them... Whatever you decide have fun!

all kids lovedancing, playing outside in a safe area like the yard. bring an easy activity like coloring, also an age appropriate dvd (think disney) puppets if you have any, let them help you get/make a snack, make a fort out of cushions and a blanket (with parental permiss.) sing songs (where is thumbkin, head, shoulders, knees and toes, bingo, etc.)

Dress up is always fun with little girls that age! :)
Also, they would probably like it if you even made up a game. Also, you can draw and make art that they can give to their mom and dad afterwards or something
Or, the kids that I babysit (also 6 and 4) like to make stuff. We make lemonade together and bake cookies - They love it! You can also dance with them! :)

It depends if they are boy or a girl. But for a girl from the age of 4-6, i would have to say barbies. Those are always alot of fun. If you dont have any, they might. Also, go to the dollar store, and buy a bunch of coloring books, crayons, stickers and toys. It shouldnt cost that much. You can alos bring movies, and you can watch tv. Ask them what they would like to watch. You can also bake with them. Something simple like cookies. Ask them if they like to play outside. Play soccer, tag, bycicle or play in the snow.(Depends wat season).
For boys you can bring dinosaurs, hotwheels, races with trucks/cars, and reading. Go to the dollar store and buy toys, coloring books, crayons ect.. You can watch tv, and movies. For most boys they would like: superman, spiderman(superheros). Stuff like that. Ask them what they like to wathc. Play outside with them.
Make sure that you play with them too, i mean like play the activites with them. ***Thats what makes you a better babysitter. And the parent should ask you more.
Have fun Babysitting!!

games
card games , dice games
things like that
OR, get water pistols and try to shoot out the burners on a gas stove. My neices and nephews used to like doing that when they were that age and they turned out mostly ok. Smart and rich , well adjusted, etc.
