No it would be the opposite. Your veins have a tendency to disappear when your are dehydrated. Alcohol can cause higher than normal blood pressure which can cause your veins to protrude. It sure wouldn't hurt to drink some water.

Don't get hangovers. Knock off the drinkin, and you wouldn't have this problem. Drink some water with lemon in it.

Yepper!!! You are lacking in fluids and the skin on your hands has become thinner, so you can see the veins more prominently.
