You'd never make it. Every time you try and get there you get moved back down to the 9th floor. You can reach the 9th floor, but from there you can only move up one floor not two as there are only 10 floors, and you then immediately get moved back to the 9th.
Edit: To saleniamcquaig: The water would never reach it either as the boat rises with the water level.

If you go up two and down one you will only be going up one floor a day. So ten days to reach the 10th floor.

There is a cruse ship that sets out. When they get 20 mile from shore they decide to let the latter down to see how far it is from the water. The latter is 2 feet above water...........if it rains 2 feet each day and lets back 1.......... how many days does it take for the water to reach the latter?
