You correctly assume there's such a thing as justice and, by implication, injustice. In What or Whom then are you going to ground that assumption? When you say something is just or unjust, you are appealing to a moral law of some kind. A moral law requires a moral law Giver.
The answer to your question is found in the Bible. I would suggest reading Acts 17:22-34 and chapter 1 of the book of Romans. Read it thoughtfully, not like the newspaper. Then, go back and read the Gospel of John.
All men stand justly condemned before a holy, righteous God because of sin, but in the cross of Christ, the justice and mercy of God meet. Your question needs to be turned on its head. Why would God allow anyone into Heaven?
Look up the words to the old hymn "Hallelujah, What A Savior!" It was written in 1875, so you can probably find a public domain version.

The Bible says that you will be judged on your works, and that the more you know, the more will be expected from you. Conversely, the less you know, less will be expected. It also says in Romans that every person was given an amount of faith (12:3), and that He has revealed Himself to everyone (1:18-32).
If you read the Bible, you'll see that there are a lot of comparisons to farming. Everything is given as a seed. The idea is that God will start you off with a certain thing, then you must take care of it so that it reproduces and you'll have more than what you started with. Some to give back to Him, some for other people, and some to use for yourself. So He is ultimately judging you on how well you've managed what He's given to you. In addition, there is nothing that God doesn't know. He knows what you were exposed to in your life, and He knows weather you used all of your abilities or not. So, yes, He would be just in accepting them or sending them to Hell.

The book of Romans in the new testament answers this better than I can in this space.
Basically, it says that God has created all of us with his basic laws in our hearts. That is how this tribesman knows right from wrong without ever having heard it or read it anywhere.
Now , the harder part, it seems that there is a separate judgement for those whom have never heard of God or Jesus Christ and this judgement is based on if this person followed the laws that he or she was born knowing or if they rejected them and followed their sin nature.
For the rest of us, this is much easier, we have heard of and have the availability of Gods word, so we simply reject what we have read or accept it.
As I stated before, the book of Romans explains it better than I can on this subject.

My own Christian denomination (Orthodoxy) teaches that, out of pure mercy, God may still save those who have not become Christian. The crucial point is that he does this out of mercy, not out of recognition that the non-Christian's beliefs may have some similar truths to Christianity.
To make sense of this teaching, I often like to think I like to think of Christianity as a 12-lane superhighway that takes you from point A (Earth) to point B (God). The existence of this highway does not preclude the existence of other, smaller backcountry roads (but these will be more confusing and perilous to travel). Similarly, there is no guarantee that you will stay on course just because you are traveling on the highway. That is, being Christian is no more a guarantee of salvation than being non-Christian. We must all strive to accept God.

All people are accountable to God whether they have “heard about Him” or not. The Bible tells us that God has clearly revealed Himself in nature (Romans 1:20) and in the hearts of people (Ecclesiastes 3:11). The problem is that the human race is sinful; we all reject this knowledge of God and rebel against Him (Romans 1:21-23). Apart from God's grace, God would give us over to the sinful desires of our hearts, allowing us to discover how useless and miserable life is apart from Him. This He does for those who reject Him (Romans 1:24-32).
In reality, it is not that some people have not heard about God. Rather, the problem is that they have rejected what they have heard and what is readily seen in nature. Deuteronomy 4:29 proclaims, “But if from there you seek the LORD your God, you will find him if you look for him with all your heart and with all your soul.” This verse teaches an important principle: everyone who truly seeks after God will find Him. If a person truly desires to know God, God will make Himself known.
The problem is, “there is no one who understands, no one who seeks God” (Romans 3:11). People reject the knowledge of God that is present in nature and in their own heart, and instead decide to worship a “god” of their own creation. It is foolish to debate the fairness of God sending someone to hell who never had the opportunity to hear the Gospel of Christ. People are responsible to God for what God has already revealed to them. The Bible says that people reject this knowledge, and therefore God is just in condemning them to hell.
Instead of debating the fate of those who have never heard, we, as Christians, should be doing our best to make sure that they hear. We are called to spread the Gospel throughout the nations (Matthew 28:19-20; Acts 1:8). The fact that we know people reject the knowledge of God revealed in nature must motivate us to proclaim the good news of salvation through Jesus Christ. Only through accepting the Gospel of God’s grace through the Lord Jesus Christ can people be saved from their sins and rescued from an eternity apart from God in hell.
If we assume that those who never hear the Gospel are granted mercy from God, we will run into a terrible problem. If people who never hear the Gospel are saved…we should make sure that no one ever hears the Gospel. The worst thing we could do would be share the Gospel with a person and have him or her reject it. If that were to happen, he or she would be condemned. People who do not hear the Gospel must be condemned, or else there is no motive for evangelism. Why run the risk of people possibly rejecting the Gospel and condemning themselves – when they were previously saved because they had never heard the Gospel?

First God created a way for every man. That way is the atonement provided by Christ. Now understanding this it is not necessary for a person to be of a certain religion to recieve salvation but this salvation does come through this atonement and no one comes to the Father but through the Son. It is not for me or you to judge. Judgement is decided by a righteous God. If this man or any man is in heaven it is by the grace provided by the atonement of Jesus Christ.
