If there is a shy guy, and a girl wants to get to know him, be friends, bf/gf, whatever, how do you start? How can you be friendly but not scare him away?

Its easy, just talk to him. Usually shy people wont have the courage to walk up to someone and talk to them, but its different when they have people come up to them. Don't be to aggressive with your words, let him know that you think his nice and make him feel comfortable.

I think your last line was key - being friendly. If he's really that shy, you'll need to make sure your friendly gestures are noticed by him but not so much by his friends (and especially not by a dominant male who would use it to harrass the dude).
If he's a geek and if you're in school together, find a way to talk "school" with him - ask for help with a project or something.
Find ways to talk with him away from the crowd...

Smile at him and say hi. Not too often though. Never use your body to attract him. He will lose respect for you. Ask him questions about himself. Find out what the two of you may have in common. Watch him from a distance and try to learn about him through observing his behavior. You can learn about his way of thinking by asking for his opinion on certain things. Ask him whether he goes to church. Ask him why he's so quiet. Complement him. If he's cute, tell him. If he looks muscular ask him, "Do you workout?"

i dont know how old you are but i have had substantial experience with shy guys. first just get a little back ground info like his last name basic stuff. getting through to this guy if hes worth it will take time and effort. start by saying hi and slowly ask questions liek how are you and then once you can tell hes warmed up to you like if he starts saying hi back and saying how are you also this is your chance to jump in. ask like so what kind of music do you like and stuff like that these are great ways to start and he will feel more comfortable with you. also dont be overpowering dont like wear sexy clothes around him or do anything like that that might turn him away

Maybe you should appear semi-shy that way you don't come off as aggressive. Find out what his interests and ask him to do one of them.

I make him laugh.. I noticed that in order to break a shy guy, you gotta make him feel comfortable around you, so laughter breaks it all...then when they are REALLY comfortable with you, you realize that they talk too much...lol...you win some, you lose some! What can I say...lol
