They could lead by example. Carter had solar panels put on the White House. Reagan pulled them out.

There are many thousands of vehicles owned and operated by the government, they could all be run by alternate (nonpolluting) fuels.

There is also a program in place to destroy small dams all over the country. Some of which are already functioning hydroelectric plants. Hydroelectric is a completely nonpolluting totally renewable source of energy that we understand and do not have to invent or develop.

But the BIGGEST problem is one of population. Whatever advances we make in reducing emissions, it only works until the number of consumers increases the number of polluting products and activities to the point where we started and beyond. Do the math. Decrease emissions on say cars by 40%, Good! Increase number of cars by 50%, Bad! Net total increase 10% assuming an unattainable goal of 40% reduction.

Any attempt by the government to mess with the economic cycle will result in problems if not complete disaster. This has been shown time and time again, so I cannot in good faith recommend any governement programs of the type you are thinking of.

you could mention the corruption involved in the government.
Because they stepped in and pulled the following;

-Removed [former] President Carter's tax cut to those that have any solar panels on their roof (for powering anything within the house, it tends to work for laundry machines).

-Instituted a new tax cut to people that purchase Gas-Guzzling trucks endorsed by right-wing "musicians."

But yeah. . .material on the government boils down to;
-apparent refusal to do anything
-tax cuts for progressive behaivor
-actual funding for alternative fuel
-corruption and exasperation (to make worse) of the problem.

Stop manufacturing things we don't need, to survive. That will reduce pollution.
